promissory note

i loaned a large sum $12000 to a friend of 4yrs on a promissary note properly notarized and witnessed.he skipped the state. i want to file a suit against him. i have his full name and ss# on the note. can i locate him thru a locator service over the net and bring suit at his new address

Yes. That is probably the best place to sue him if it is convenient for you. Otherwise, sue him here, get a default judgment and then you will file it in the state that he lives in.
