Legal Question in Criminal Law in Nevada

I moved here in Oct.'08 to start a business with another gentleman in my field. I purchased over $3000 worth of equipment and supplies and we were working out of his garage. With no notice or forewarning he packed up his family and all my property and moved to Oregon to live with his parents. I have asked him several times to send my property back and several months later it still has not been returned. Can I file a criminal complaint or do I have to sue him to get my property back? As far as I am concerned he stole it. He could have called me and told me what he was doing and I could have driven over to get my stuff.

Civil. The police are not going to get involved in a business divorce.
