Nomally the feds are not really interested in possession cases so those are usually state cases. Sales and conspiracies many times have concurrent jurisdiction, but most are state cases. The feds get involved with the big cases or the ones where drugs are money move across state lines. Sometimes if the feds need a snitch they hold a charge over him.
