Filing new charges

the charges above were filed against my son on 12/10/08, then on 1/06/09 they filed charges of the last two mentioned above. When he was pulled over should'nt they have charged him immediately with the stolen vehicle, as for the battery charge,i don't really have any info. Original charges did not include the last two mentioned. When he was first pulled over they found out the vehicle was stoled then. Is this legal.

The DA can file charges at any time within the applicable statute of limitations. It is not uncommon for the DA to file seperate charges as new facts emerge from their investigation in to the events.

The DA has 1 year from the incident to file the charge, The DA often holds the charge and will dismiss it if no other incidents occur.
