how do i press chargers on a person who BROKE windows on my car and DAMIGED the EGNITHON? THE WINNEMUCCA NV INVESTAGATERS WONT LET ME KNOW WHAT IS IN MY CAR,OR WONT LET ME GET MY PROPERTY OUT.WHAT CAN I DO DO GET MY CAR BACK AND PRESS CHARGES

Your question is a little confused so I will try to parse it out here. If someone broke your car windows and ruined the ignition, you should report this to the police and also to your insurance company.
However from the second part of your information, it sounds like you car has for some reason been impounded. If that is the case and you are getting nowhere with the impounding agency, you might want to talk with an attorney to get some help.
