Legal Question in Family Law in Nevada

Me and my ex have a 1 year old daughter together, he moved out 4 months ago with his new girlfriend leaving Mr with all expenses. He has divorce papers ready and has had them for going on 3 months now but has made every excuse in the book to not sign our papers. What can I do to get this process going without him?
