Adoption as an adult

I am 47 yrs, I was raised by foster parents who have no children of their own. I would like to be legally adopted by them as I have no desire to have a relationship with my bio parents and would like them to have me as their own child for the remaining days of their and my life. Do I need the permission of my biological parents to remove them as my parents of record. Is there an option to be adopted as an adult?

An adult who is ten years older than another adult man adopt. No need for adults to have permission of their biological parents.
