Legal Question in Family Law in Nevada

Hi! Could you please advise me on the following matter: My friend has a 3-year-old daughter that is living with her mother and her new husband. The family moved to be closer to my friend so that the little girl would be able to spend more time with her father. The problem is that now the husband is trying to stop my friend from seeing his child, and the only reason is his jealousy. Since the husband seems to be getting more emotionally abusive with time, my friend is thinking about seeking legal help for this matter. My questions are: How does he first obtain a legal permission to see his daughter on a regular basis? How can he file for custody later on (the new husband is showing physical abuse potential and my friend doesn't want his daughter to be exposed to such environment)? My friend has a stable job, his own house, lives in a stable family environment and has been paying child support the whole time. What can you advise him to do? Any help is greatly appreciated! Does his Decree of Divorce give him visitation time? If not, he will have to go to court to get a visitation order. Yes, he can file for a change of custody but it should be actual abuse rather than potential abuse. For potential abuse, there would need to be a psych evaluation of the husband showing that it would be in the daughter's best interests to live with her father. He may email me for an appointment.
