Belatedly discovered biological child

I discovered that I am the biological father of a boy born in 1992. I never knew about the boy's existence until recently. The boy's mother died when he was 6 years old. The boy ran away, but his step father never reported the boy missing. The step father was subsequently incarcerated for murder and was sentenced to a lengthy prison term. He is not eligable for parole and will surely die in prison. Once found, the boy was placed in foster care. Now that I know about this boy, do I have the right to adopt him. Do I even need to adopt him? After all, I'm his father. I have no ciminal reord and am financially able to care for the child. I am a single, divorced man.

If the child is your you have a right to custody unless your parental rights have been judicially terminated. Even if they have you may still be able to adopt the child if he has not been adopted by other people. If the child is in foster care you can petition the court for custody.
