Is a Certified Letter from a person legally binding?

I have been having custody issues with my daughters father and today I received a certified letter written by him. In the letter he refers to E.D.C.R. 5.11 can you tell me what that is and also he demands a response within 3 days do I have to reply? Is the letter legally binding? If so, how can I legally reply within 3 days?

EDCR 5.11, prior to being amended, required parties to try and reach a resolution prior to the filing of a motion. EDCR 5.11 has since been amended and requires parties to attempt a resolution prior to a motion being heard. If the parties fail to communicate prior to the matter being heard the court can impose sanctions/attorney's fees if in the opinion of the court the matter could have resolved prior to the hearing. This letter is probably an indication that he is about to file a motion with the court so you should prepare yourself as best you can, such as lining up witnesses, etc.
