Difficulty in collecting back payment of support
My wife's ex is very behind on child support payments to their son. Paperwork filed in 2002 in Washoe County (we have now moved to Humboldt County)stated that he was to pay $300/month. Unfortunately, I did not know my wife at this time and she did not arrange to have his payments recorded. Hence, no paper trail on his periodic cash payments. I estimate that he owes around $5000 in back payemnts. What recourse does my wife have in order to collect this?

As a threshold, difficulties associated with collecting back child support is no different than collecting for any debt owed, especially when someone isn't motivated to pay.
Fortuately, child support collection has extra "incentives" built into the system which facilitate collection. Most county DA offices have child support collection divisions. Simply go there and have them file motions for enforcement.
You can always hire your own attorney to prosecute such actions, their collection efforts can sometimes be more effective, personal, and they can move for attorney's fees which can be built into the judgment, so while you might have to advance funds to collect, ultimately you don't have to pay for the lawyer's work.
