Is a divorced, visually handicapped parent required to get their child to school on days they have the child?

Not enough information. If there is an existing order, it controls (until and unless modified). And if there is no order, there is no order. That said, a parent unable to get a child to school might be creating a change of circumstances sufficient for a change custody.
