Legal Question in Family Law in Nevada

If father has established paternity and is on the birth certificate and pays child support. Is it kiddnaping if she took the baby and wont let him see or talk to him?

Short version: no. In Nevada, kidnapping requires violation of a court order. If there is no custody order, there pretty much can't be kidnapping. See:
