Filing for temporary custody of children

My daughter and her three children live in Nevada and want to move to Washington state. Does she need to file for temporary custody of her children in Nevada or can she do that in Washington? She hasnt started divorce proceedings as yet. She wants to know if she can take her children out of state and then file for divorce in Washington. How long does she have to be a Washington resident before filing for divorce?

The place where the children have resided in the previous 6 months has jurisdiction. Therefore, she will need to file in Nevada for custody and permission to relocate to Washington state. Have her call an experienced lawyer to find out the conditions she will have to meet in order for the court to: (1) grant her custody and (2) give her permission to relocate out of state.
