If one party is in legal problems before the marriage, does it become the couple problems after the marriage

Yes and no.
Court judgments (financial obligations) against one person before marriage are a separate debt. However the person owed money could garnish the person who owes paycheck; so then it becomes the "couple's problem".
The stress of legal problems, fights with ex-wives and ex-husbands, children, etc. can cause problems and hurt a new marriage.
