The mothers new husband is military and the father is a chef working 60 hrs a week, can the paternal grandparents step in and deny the mother taking the child out of state when the new husband has to report to the duty station?

Probably not, unless the Court has granted some kind of custodial rights to the grandparents -- rare, but it happens. Of course, the father (who presumably has some relationship with the child) could object and the mother is required to obtain either consent of the other parent or permission of the court to relocate.
