Non-custodial parent and paying for car/ car insurance

Am I obligated to pay anything towards a car for my minor child or paying for car insurance? I have not agreed to since I do not believe in buying a teenager a car.

Divorce decree says nothing concerning this. I do pay child support.

If my minor child gets car without my involvement or payment and he wrecks the car or hurts someone with it am I liable for any of the damages as a NCP? (I live in another state and have no control on if her mother decides to buy him one)
