Yes, unless the court orders otherwise. For example, if a parent's rights are suspended because of harm to the child, but the parental rights are not terminated, then child support is still due. If the order is not clear, then you should go back to the court and get clarification, but assume that payment is due unless the court specifically orders otherwise. Although I am certainly not suggesting that you have done so, note that there is NO way a court is going to allow a parent to misbehave or somehow make himself/herself unfit to parent just to get out of paying child support. Note also, however, that child support should be suspended when a parent goes to jail, don't recall whether it continues to accrue off the top of my head.
