Proof of paternity/Adoption

My Daughters' biological father is not listed on either of their birth certificates. He has never paid child support and was involved in my oldest's life until she was 18 months and has only met my youngest once. They are now 8 and 6. I am married to a man who wants nothing more than to adopt them both. Do I have to ask him to revoke his parental rights first? And how does the law work since we reside in different states? Both of my daughters were born in different states as well.

In Nevada you have to terminate the natural father's parental rights even if you only slept with the father one night and don't even remember who he is. So the natural father must either voluntarily relinquish his parental rights or you must terminate them involuntarily based upon lack of support and non-involvement.
