do i have any rights whatsoever?

I have a 4 year old daughter and i am not the custodial parent i am current on child support, and my daughter's mother who is 22 years old moved to henderson nevada with her perents and entire family. she took my daughter with her because she was living with her and she is the custodial parent its been over a year and i have heard from a few different people that she shouldnt have been able to take my daughter across state lines. she is now making it very difficult for me to see my daughter i simply cannot afford to make very many trips to see her. do i even have a leg to stand on?

IF you have legal rights as a father - meaning that you have a court order determining paternity - you can file in court for regular visitation rights including requesting that travel expenses be shared. Or you can move closer to your daughter.

I am unsure about Utah and I am presuming that the support order is from Utah, but under Nevada law, she would be in contempt as she needs either a court order or written permission from you to move across state lines. However, if she had sought permission from a Nevada court, I am sure that they would have granted her permission to move.

The Court here would have reduced your child support to pay for your transportation to go visit your child. You should file a Motion in Utah to get a change of custody based upon her move and settle upon a great visitation schedule and a reduction of child support.
