can the spouse of a child take that child out of the state of residence without the knowledge or approval of the other spouse

Certainly to move, it is against the law. For a vacation or temporary thing, it is a violation of the Joint Legal Custody provisions, but most judges don't enforce it with contempt. If it is the spouse's time rather than your time, they let it slide.
