Legal Question in Civil Litigation in Nevada

Almost 6 weeks since court ordered arbitration hearing and no decision yet. Arbitrator wants defendant to re-appear and answer questions about

his finances in connection with punitive damages. The rule says the arbitrator has to file and serve his decision within 7 days of the arbitration hearing or 30 days of counsel memoranda. It has been nearly 6 weeks since arbitration hearing, I called the arbitrator's office and his assistant stated there is no decision and they are mailing out a notice to re appear. Arbitrator says the questions have to do with the defendant's financial condition and punitive damages. It looks like the arbitrator has already made his decision but he never served or filed his decision. Is this allowed under the rules? What recourse do I have?
