Non-Resident Bond in U.S. District Court Nevada

The defendant cites NRS 18.130; however, our case is in US District Court of Nevada and the clerk will NOT accept bond unless a judge orders it. We filed a motion to strike. Answer to motion from defendant was to cite Hamar vs. Hyatt Corporation, 98, F.R.D. 305, (1983). I cannot find reference to this case online. Do you have a link for it?
