marriage to foreigner

im a us citizen who is engaged to a man from peru. he lived in america for a couple years. what do we need to do to get married?

If he is not in the U.S., you can apply for his K-1 fiancee visa. You'll want to make sure he did not overstay his previous stay in the U.S. and accrue illegal presence.

You may either apply for a fiancee visa, or a spousal visa after if you marry him in Peru. If the fiancee visa is approved, you must marry him within 90 days upon his arrival to USA. If the spousal visa is approved, he will acquire a conditional permanent visa to the USA.

This is not exactly an immigration question -- to get married, I believe you need to obtain a marriage license! His status is not important to his marriage. Once he is married to you, he may be eligible to obtain his green card. Now, if you are engaged, and he is still in peru and you are in the U.S., then you need to file for a fiance visa for him -- if that is approved, he will be allowed to enter the U.S. and must marry you within 90 days -- otherwise he has to go back to peru.
