Legal Question in Employment Law in Nevada

My wife is a military spouse whose legal state of residence is Texas (as is mine). We are now stationed in Las Vegas, Nevada. The DMV here says my wife must get a drivers license and become a Nevada resident in order to work in this state. This seems contrary to the Military Spouses Residency Relief Act of 2009 that allows her to keep her Texas residency just as I can. Can Nevada override Federal law? I don't have a problem with her having to get a Nevada drivers license, but that will change her residency to Nevada which I don't want. The Nevada code the DMV is referring to does not address military personnel, but it is NRS 483.141. Any help would be appreciated.
