my tenant is behind on rent 3 months. Can i hold any of his property as collateral?

You may not hold his personal property as collateral for your rent. You must file eviction procedures within your County first and then may bring a civil action against him for your rent monies.
If your tenant leaves the apartment you have a duty to safeguard his property for 30 days. If your tenant would not return for 30 days you could then sell his property.
