I am not fulfilling my lease due to my job transferring me out of state. Are they able to charge me a full months rent and keep my deposit and not put my roommate on the lease so he can take over the payments?

You should obtain lease interruption comp from your employer, AND go to your landlord with a Request to Cancel or Sublet.
