we rent a house and we had a water leak underground he cause us to receive a water bill for $400. is the landlord in any way responable for the bill

Much depends on the specific wording of your lease agreement. If the landlord accepts responsibility for all maintenance and conducts regular inspections to monitor the property, you MAY be able to hold him accountable. An underground leak, though, is not the kind of thing one can usually discover - that is, until a huge water bill arrives to indicate there is waste going on. I think you are stuck with the water bill, and if the landlord paid for the repair, you should thank your lucky stars for that. I'd bet he had to dig a lot deeper than you to correct the problem that was not his fault and could not have been predicted by either of you.
