An officer in the army is presing charges against me through jag for writing emails to her. I am a civialian as well. Even though she never filed a police report can she still have JAG pursue the charges?

Yes. If you are a DoD civilian employee, and if an investigation reveals that you have violated some policy or regulation regarding email content, you could be disciplined or terminated.
