You can still sue. Your claim would be an injury to property claim similar to if the person had hit your car or your home. The statute of limitations would be three years, but to be safe I would file within a few months. See if the other dog owner has homeowner's insurance and turn it in as an insurance claim first. The insurer will likely pay it.
