Disruptive Neighbors
What law(s)pertain to disruptive neighbors and a landlord who is negligent in her duties to evict them, and how do a go about pressing charges?

Much of this answer depends on how the neighbor is being "disruptive." If they are just noisy, rude, inconsiderate people who "disrupt" your neghborhood peace, you will have a much harder time than if they are engaging in some criminal activity, like running a crack house, an automotive chop shop, or using toxic chemicals in a manufacturing process. Basically, if you have a basis for complaint to the police, that is your best course to get the disruptions addressed. When the neighbor is brought to the police department's attention, they will likely want the landlady to know about it. You can certainly be the one to tell her that the police are looking at the neighbor, as no property owner wants a tenant who is the subject of such scrutiny. Look for a provision in your lease that requires her to take action to preserve the peace for other tenants. Lacking that, your best course will be to complain of any criminal activity by your un-neighborly neighbor - to both the landlady and the police.
