recieving deposit back

We paid $1100.00 deposit when we moved in. The house was in excellent condition when we left, including the carpets which we had professionally cleaned with a pet neytralizer. Our landlord wants to keep our full deposit stating that due to the fact that we had pets there is dander & urine traces in the carpet. Can our landlord tear the carpets out and use our deposit money to pay for new carpet?

If the damage to the carpet is beyond normal wear and tear such that it has to be replaced, then the landlord can use the deposit to replace the carpet.
