Trust Deeds

I'm a Sr. on a fixed income. I invested with a trust deed mortgage broker for the 12% interest. In the past few months, they have helped themselves to just under 4% of my principal (amounting to almost $5,000) saying that they put it in some sort of special acct. Also, the interest has declined to 6.5%. I have asked to redeem but it will not take place for 6-9 months and I will not be getting back the principal that they withdrew for this special account. Is this legal? I realize that there were no guarantees, but to take from the principal is something I have never anticipated to heard of.
