My husband was a veteran. we had 1 biological daughter together and he raised our 2 eldest since they were 1 and 3 we discussed adoption ...always think you have more time. Are stepchildren entitled to benefits?

No. Step children do not have the same inheritance rights as adopted and natural children. Unless the child is named in a will or trust he or she does not inherit.
