can the irs collect after 8 years, I never recieved a notice of this until a month ago they are saying I owe 18,000.00 even though I was employeed and paying my taxes back then.

The IRS has 10 years after the date of assessment to collect taxes. The Statute of Limitations only starts running after the tax return is filed (or the due date, whichever is later.) If you did not file a tax return for the year in question, the IRS can assess you without deductions and this would result in excess taxes and penalties.
You need a good tax attorney in this matter.
