not related by blood

my step dad is in intensive care and cant answer for his self.he is the only serviving member of his famly.he rasied me from when i was 17 .the hospital is saying that if i dont have a POA they wont tell me how he is.i do have a vidoe will he made.can that help?please help me hes in medcail lombo.
