using photos for presentations and web site

I am on a Search and Rescue team. We are starting a web site and also do presentations for the public. Can we use pictures of the missing subject we have found (without their name) without permision?

Normally you will need permission, which should be relatively easy to get. Let me know if you want assistance with this or consulting on your site; I have helped a lot of site operators recover stolen domains and avoid those and other problems before they happen.
