OK, I'm going to assume that you are asking how to stop SPAMmers from harassing you, as this is far more common than for a SPAMmer to be asking about being harassed...

A few states have anti-SPAM laws in process, and the federal process is also gearing up. However, it is going to take a while before these take effect and even longer before they affect the obnoxious SPAMmers. So, the quick answer would be "NO."
