Credit Damaged by Parent

Young lady has negative mark on credit because of an account opened by her mother using her name and SSN without her knowledge (Verizon). Happened several years ago, before she was 18. Both Credit Bureau and Verizon have been contacted; Credit Bureau conacted Verizon and confirmed account was in her name, no further action. Verizon said it will not investigate because debt has been paid. (After giving her the run-around)
