are divorce decrees supposed to be upheld by judges when it comes to debt collection?

The divorce decree is binding between you and your ex-husband/ex-wife only.
third party creditors are not bound by the decree since they were not part of the court action and were not represented at the hearing. If you are being sued or have been sued for a debt that your ex was supposed to pay, then you may take them to the probate and Family Session to require that they reimburse you for the judgment.
