Responsibiity for joint credit card balance

My sister's ex-husband just passed away (they had been divorced for 17 years). Apparently he still had a credit card in both their names with a $4,000 balance. Is she responsible for the balance?

Its questions like this that make me remind my clients how important it is that they review their credit report once a year. Seventeen years and she never knew? Terrible. There could be problems.
