It is unlikely that they will appoint you a court-appointed lawyer until you fill out a financial questionairre. You have to appear you fill out such a form. If you approached a pro bono group, perhaps they would speak to you prior to your appearance.

what is he charged with? does he have a record? How do you know he qualified for a court appointed attorney?

If the case in NH, your friend should immediately call the NH Public Defender office in the area that serves the particular court. The public defender may be able to help arrange for your friend to turn himself and to have bail set. In general, your friend needs to turn himself in. The court may or may not appoint counsel prior to arraignment (it generally won't), but it will certainly require that the defendant appear and this will require arrest and processing.
