Legal Question in Criminal Law in New Hampshire

Court ordered but denied

Court ordered 28 day DWI program 7 years ago. Went to two state approved programs for intake, they each denied acceptance because didn't fit the criteria for the program. Went to judge that gave sentence, judge still wants him to complete the program. What to do?? License is revoked and wants back. What to do????
