can a person be held responsible for an act they commited as a minor and be prosecuted now

Possibly yes. You bring up issues of not only of minority but also statue of limitations. You need to provide much more information. Age at the time of the crime, the crime (crimes have different statute of limitations), where you have lived since etc.
