Felony cases usually originate in the District Court. There they are brought by complaint and forwarded to the Superior Court (the District Court does not have jurisdiction to dispose of a felony complaint). By administrative rule, an indictment must be returned on complaints that are bound over to the superior court within 90-days or the complaint will be dismissed (without prejudice, meaning the State can re-charge). An arraignment will usually follow indictment within 2 weeks.
