can you go to prison for planning a murder and not acting on it?

As in, you planned it in your head, or you took affirmative steps to plan it (I.e. you started building a bomb or cutting someone's break line)? In your head = no. Taking affirmative steps = maybe.
You question is a little too broad/philosophical. It's like a law school exam question, there is no right answer and so many possible outcomes (depending on the specific facts) that it's impossible to answer with any degree of certainty. Unless you are willing to provide more specifics (which I would not do over a web board post) then your question cannot be answered. Nonetheless, the official response is "just don't do it" and you won't have anything to worry about.
