Legal Question in Criminal Law in New Hampshire
Theft
The treasurer in my fantasy football league has shown no intent to pay over $2,000 in winnings. What sort of recourse do those at a loss have in this matter? Members of the league are in several different states. The Treasurer is in New Hampshire.

Re: Theft
The first question is this: Was the fantasy football league authorized (have the proper state license) to engage in gambling? If yes, then there is a valid civil claim that can be filed, and possibly a criminal complaint. If the organization was gambling illegally, then any person staking a claim to the proceeds (or even taking part) would have a 5th amendment issue.
