Can my x-wife get a court in New Hampshire to order me to pay child support if I'm a California resident and have never lived in New Hampshire?

It depends on whether there is already a case established in another state (like California). If there is, she would have to file a motion in the California case to transfer the case out there. if she does file it and falsifies the paperwork by saying there are no other cases involving the children, you would want to file an objection to the OSC in New Hampshire based on the lack of jurisdiction.

If you do not live in NH and have no contacts with NH then that state does not have jurusdiction over you to make a support order. If you are served you should retain an attorney to plot your best course. Good Luck, Pat McCrary
