should i have to pay child support if my ex has no bills to pay?

You present an interesting question. How can there be "no bills?" The child or children eat, need clothing, etc. You are their father. State law provides that at least a minimum amount must be paid, and generally applies a formula taking into account the income of both parties and expenses for medical care and day care (if needed). The court has discretion to go above or below certain financial formulas in extraordinary circumstances. The only way to know if you have any of those circumstances is to consult with a lawyer.
