Time line to be able to collect child support?

I never received any child support and also he agreed to pay for childs secondary education. Child is now 34.

The collection of unpaid child support, like the collection of other unpaid obligations, is not unlimited in time. There are "Statutes of Limitation" in Maine law that limit the amount of time one has in which to seek enforcement, or that right is forever lost. Maine's Statute is generally 6 years for most matters, with some exceptions. The collection of child support is subject to this statute. Therefore, if your child is now 34, it is likely that you are no longer able to collect for unpaid child support for that child. However, before making a final determination, you should directly consult with an attorney to be sure no other facts are present that would alter this analysis.
